Recovering from natural disasters is slow and bureaucratic. New FEMA rules aim to cut the red tape


The head of the Federal Emergency Management Agency announced that the agency, which has been criticized for its slow response to wildfires and other disasters, is implementing the "most comprehensive update to our individual assistance program in 20 years," as the result of feedback from survivors, organizations that work in disaster recovery, and elected officials.
