As power failed, landlines went dead and cell towers shut down during the Northern California wildfires, the Mendocino Sheriffs Department turned to such things as ordering residents out over bullhorns, knocking on doors, and turning to volunteer ham radio operators to coordinate the transportation of victims to hospitals.
