State faces hurdles in 'aggressive' forest thinning plans


Despite the fact that the state Legislature set aside $1 billion to be spent over the next five years for thinning of forests and wildlands throughout the state, officials said that it would be difficult to double the amount of forest acres treated annually from 250,000 to 500,000.
